Abstract

The protection and promotion of social security and human rights for vulnerable children represent a critical ethical obligation within the field of social work. This study examines the ethical foundations, professional responsibilities, and practical interventions necessary to safeguard children who face poverty, neglect, abuse, exploitation, and social exclusion. Drawing on key human rights frameworks such as the United Nations Convention on the Rights of the Child (UNCRC) and social justice principles, the research emphasizes the moral duty of social workers to advocate for equitable access to healthcare, education, and social protection systems. The paper explores how ethical decision-making, child-centered practice, and empowerment approaches guide social workers in addressing systemic inequalities and institutional failures that perpetuate child vulnerability. Furthermore, it highlights the importance of inter-agency collaboration, community-based care, and policy advocacy to ensure long-term social inclusion and resilience among at-risk children. By analyzing contemporary challenges such as child trafficking, street children, and children in conflict zones, the study underscores the need for a rights-based and ethically informed social work practice. Ultimately, this research argues that improving social security and human rights for vulnerable children requires not only professional competence and empathy but also structural reform and collective accountability. The findings aim to contribute to ethical social work discourse and policy development, ensuring that vulnerable children are treated not merely as beneficiaries of welfare, but as active rights-holders deserving dignity, protection, and empowerment.
